Find Powell County Inmates

A Powell County inmate search can start with the county resident directory, the jail's web app link, statewide offender lookup tools, or direct jail contact. Powell County jail roster information is separate from a court case file, although charges, warrants, bond, and court dates may connect to District or Circuit Court records. Public custody data can change quickly after booking, release, transfer, or court action, so time-sensitive release or safety questions should be confirmed through official jail or notification channels.

Powell County Jail Roster

The Powell County Detention Center is the official local jail source for Powell County inmate records. The jail describes itself as a housing and rehabilitation center for incarcerated people and says it lodges both county and state inmates. Its services page states that the facility houses approximately 300 inmates at county and state levels. The official site links a Resident Directory at inmateportal.cadmusscribe.com/pck, plus services for visitation, commissary, phone access, programs, and contact.

The resident directory portal shell loaded during research, but it returned an application reload error. Because the live fields and individual inmate profile were not captured, the Powell County inmate roster should not be described with invented search boxes or profile labels. The official link is still important because the jail itself points users to it. For court dates and case records after a booking, use the Circuit Court Clerk or KYeCourts rather than the jail roster.

The manifest image for the Powell jail substance-abuse program comes from the official detention center site. The Powell County Detention Center program source documents rehabilitation services that may affect sentence credit and reentry planning for some residents.

Search Powell County Inmate Records

Use a layered search because Powell County custody data may appear in more than one official channel. The resident directory is the local jail path. KOOL is the statewide offender lookup path, useful when a person is a state inmate housed locally or appears in Department of Corrections data. VINE is the notification path for custody status and some criminal case alerts. Phone contact remains the best route when timing matters.

  1. Open the detention center's Resident Directory link from the official jail site or PCDC web app.
  2. If the directory fails to load, do not assume the person is not in custody.
  3. Search KOOL by name and location when statewide offender or state-custody data may apply.
  4. Use VINE for custody notifications after booking, transfer, or release.
  5. Call the jail at 606-663-6400 for urgent custody confirmation or release timing.

A jail roster is not the same as a full criminal case file. The arrest-to-charge path and the later disposition live in the court record, so case outcomes should be checked through Powell County court records when the custody listing is only the first clue.

Powell County PCDC Web App

The detention center advertises "The PCDC App" through a Jotform app link. The source says the app lets users check the resident directory, schedule visitation, add funds to commissary and phone-time accounts, and apply to work at the detention center. It also tells users to add the app to a smartphone home screen. The official source inspected was a Jotform web app link, not an Apple App Store or Google Play listing.

No official Apple App Store or Google Play listing was located for Powell County Detention Center, Powell County Sheriff, or Stanton Police. That distinction should stay clear in Powell County inmate record content. The app is a web app access point for jail services, not proof of a native mobile app store product.

Note: The PCDC app link was captured as a Jotform web app, and the manifest image failed because the file was under the capture size limit.

Powell County Inmate Search Fields

The local resident directory fields were not visible during inspection because of the reload error. The table below preserves that limitation and separates confirmed official access from fields that need live verification. The statewide KOOL fields were visible and can be used for broader Kentucky custody searches that include Powell County Detention Center entries when relevant.

Powell County Inmate Profile Fields

No individual Powell County resident directory profile was opened during the research pass because the portal did not expose one to the crawler. A future live review should verify the fields below before publishing precise screen-by-screen claims. For now, they are labeled as fields to verify, not confirmed Powell County display fields.

FieldWhat It Shows
Mugshot or photoField to verify from the live resident directory.
Resident nameField to verify for spelling, aliases, and display format.
Booking numberField to verify for jail booking identification.
Booking date and timeField to verify for custody start timing.
Age or date of birthField to verify because public access may redact sensitive identifiers.
Race, sex, height, and weightFields to verify from the live profile before use.
Charges and statutesField to verify, then compare with court records for formal charge status.
Bond and court dateField to verify through the jail, Circuit Court Clerk, or court docket.
Release or housing locationField to verify because transfers and releases can update quickly.

Note: Booking data can lag court action, so custody and court records should be checked separately when bond, release, or hearing timing matters.

Powell County Jail Facility

Powell County Detention Center is the local jail facility named in the research. Fiscal Court lists Jailer Teddy Ray Lacy, office hours from 8:00 a.m. to 5:00 p.m. Monday through Friday, and jail hours as 24 hours per day. The detention center website lists the same main phone and shows info@powelldetention.com as the jail email. The street spelling appears as Breckinridge in Fiscal Court material and Breckenridge on the official jail website, so both refer to the same jail location in Stanton.

Powell County KOOL and VINE

Kentucky Online Offender Lookup is the statewide DOC/offender search channel. It can show Powell County Detention Center entries when relevant, especially for state inmates housed locally or people whose custody record is part of statewide corrections data. KOOL is not the same as the local resident directory, and it should not be treated as a full court file.

Kentucky DOC VINE information explains custody status notifications. VINE gathers information from jail booking systems, prisons, and mental health facilities, and Kentucky VINE also offers criminal case notifications. A Kentucky.gov notice in the research said the VINE system was restored after a vendor-caused issue in February 2026, so critical release or transfer timing should still be verified with the jail or DOC.

The official DOC VINE source is assigned to the Powell County inmate records manifest. The screenshot from Kentucky DOC's VINE page supports using VINE as a notification channel, not as the only custody record.

The public VINE portal is also a successful manifest image. The Kentucky VINE portal source is the public-facing place to register or search for notification options.

Powell County Inmate Visitation

Powell County Detention Center no longer offers in-person visitation according to the official visitation scheduling page. Video visitation must be scheduled through inmatesales.com. Remote video visits from home are available for a fee, and lobby kiosk scheduling is available at no charge. The jail says visits can be scheduled 24 hours a day through the kiosk in the lobby. The research did not locate detailed time blocks, visit length, dress code, child visitor rules, background-check rules, or denial reasons.

Powell County Inmate Mail and Funds

The detention center's mail rules are narrow. Inmate-to-inmate correspondence is not permitted. Ordinary inmate mail and letters must arrive in postcard form, not inside an enclosed envelope. Legal mail will be opened in front of the resident and checked for contraband. Commissary money orders may be mailed in a separate envelope and must be clearly marked as commissary.

Powell County Jail Programs

The Powell County Detention Center research contains more than a simple roster. Education services are free, available, and open to residents who choose to participate. Graduates from GED, skilled trade, career readiness, and other programs may be eligible for reduced sentences in certain cases. Rehabilitation services include animal therapy and a results-driven Substance Abuse Program.

The Substance Abuse Program is evidence-based, separates participants from general population, uses a Therapeutic Community model, and has an average completion time of six months. Successful SAP participants are eligible for 90 days of program credit toward sentence. SAMAT supports residents with opioid or alcohol use disorder through medication-assisted treatment up to two months before release when consent and clinical approval are present. PORTAL New Direction requires at least 21 hours of group participation plus a reentry or maintenance plan and is eligible for 60 days of program credit.

Program credits and custody status are not the same as a court disposition. Sentence credit questions should be checked with the jail, court order, defense counsel, or supervising agency.
